Business in Africa is not risky!

Corruption is not just in Africa, even in first world countries the practice is the same of Africa but “human rights – coated”. If you are running very big business, you should dedicate your donation for specific political organizations “claiming that they are not political” and you should make that donation through specific media. Sometimes you pay for advertisements for NGOs! In fact, it is a kind of political commitment to a group, lobby or some politicians who are protecting your business. An African successful businessman, graduated from US told me he didn’t see any difference “doing business in some unsafe and corrupt countries anywhere, not just Africa is not that dangerous or risky, it will be very simple when you allocate some money for the cost of “private security” and “politicians” in your calculation and then make your feasibility study.” In spite of poverty and deterioration in human rights situation, “really happening or because media focus”, some of African countries still have very strong economy, because the private sector is still strong and well connected with global economy. What do you know about PIDA?

By\ Mekki Elmograbi July 2015 The assembly of African heads of state and government on 26th May 2013 at African Union headquarters in Addis Ababa, was historical not just because it marked the Golden Jubilee of the African Union but also because it adopted the declaration of Africa’s long term national and continental development and technological transformation through a strategic planning and implementation process “Africa’s Agenda 2063”. Nevertheless, the real challenge to Agenda 2063 is to translate political statements and commitments into concrete actions not just by envisioning several measures at regional and national levels but by integrating the targets of Agenda 2063 into planning and implementation levels. Still we need “actions and programs” and also measurable achievements; here comes the importance of (PIDA); but what is (PIDA)? It is the Program for Infrastructure Development in Africa with the objective to accelerate the implementation of regional and continental infrastructure by 2040 according to action plan comprises the 51 well-studied and well-prioritized programs and projects that designed to address infrastructure main concerns and deficits in four careers: energy, transport, ICT and trans-boundary water. Figures and numbers can judge the implementation level especially when it comes like this “PIDA will implement short-and priority projects until 2020, medium-term projects between 2020 and 2030, and long-term projects between 2030 and 2040” Africa is aware of its challenges, one of them is the vital need of partners; it is worth mentioning that NEPAD, which is the New Partnership for Africa’s Development, was adopted by African governments of the Organization of the African Unity (OAU) in 2001 and was ratified by the African Union in 2002. This means there is a comprehensive development framework which is NEPAD, and there specific programs on infrastructure which is PIDA. Before PIDA and NEPAD, about six initiatives paved the way to establishment of these Pan-African frameworks and programs on a strong foundation and unanimous political and economic concepts. The initiatives were: “the Lagos Plan of Action (1980), the Final Act of Lagos (1980), Africa’s Priority Program for Economic Recovery (1986-1990), the African Alternative Framework to Structural Adjustment Program (1989), the African (Arusha) Charter for Popular Participation and Development (1990), the Abuja Treaty (1991) and the Cairo Agenda (1994) amongst others”. This is Djibouti that I know!

By\ Mekki Elmograbi June 2015 Djibouti visit was the last station in “Kerry’s East African tour – May 2015” after Kenya and Somalia. It was the first ever visit for a U.S. Secretary of State to the Horn of Africa. Associated Press published very interesting article on the visit, “Kerry trip to Djibouti highlights importance of small nation now increasingly key to US policy”, the article commented on tiny Djibouti, which covers an area in the size of “New Jersey state” with less 1 million population, “A sleepy coastal nation in the Horn of Africa, Djibouti was the last French colony to achieve independence. Today, nearly four decades later, the mainly Sunni nation has become a critical part of U.S. foreign policy” Kerry headed directly from the airport to Salman Mosque, Djibouti, where he addressed the Islamic world through a short meeting with Djiboutian youth and the Imam of the Mosque. It is a wonderful initiative organized by the Djiboutian government; for this reason, I wrote “this is Djibouti that I know”, the people are loyal to their country, loyal to their religion and their culture but in the same time very open to discuss and to convey peaceful messages to the entire world not just U.S. Really, Djibouti is an advanced model of tolerance and sense of balance. Kerry discussed with President Ismail Omar Guelleh cooperation on security and other matters. Djibouti because of the wise and balanced policies of the President Ismail Guelleh became the safe heavens in the horn of Africa. It is small in size but big in its influence in the region; this made me write a series of article under the title: “Djibouti the Pomegranate of the Scale in East Africa”. It is just like the small metal ball in the Steelyard scale that makes the poise. U.S. is not one the biggest partners of investment and development but the ties between Djibouti and Washington based on cooperation, peace and security. In May of last year, President Guelleh paid a visit to the U.S. and met President Barack Obama and discussed several issues related to peace and security in the region. Djibouti is stable and it has been a political laboratory supplying other countries with stability remedies. Despite resistance to implementation here and there, the country has remained neutral against polarization and hijacking, it remained in safe hands of the smart leadership, whose wise foreign policies yielded it a state of security and stability to render it a rising regional economic power. It is worth mentioning and repeating again that Djibouti’s neighborhood has never been stable; this is what we will explain in another article.

I am not NCP member any more

I have been asked in 2011: What will you do, if the reform fails and if the reformative memo doesn't work. I said I will quit the party but that doesn't mean joining the opposition against the state, nor standing against my country or the Islamic orientation in Sudan. There is a big difference between political Islam that I criticized and the General Islamic orientation which could be very positive for democracy and stability in Sudan. What I want to confirm now, I failed in my efforts in reforms, I am not a member of NCP, I will stand with the NCP and all other political parties within the government or in the opposition in defending the country and working for democratic transformation. I still believe that Cooperation is needed among all parties. I will participate in the activities of Sudanese parties if I find the opportunity to cover the event or to say what I believe in but I am not a member of any party in Sudan. I hereby apologize for any mistake or misunderstanding. The Octopus Lawyer..!

(1) Mr. Nicholas Kaufman (Israel), the International Lawyer, from 1st of June 2009 up to the end of the year 2010 was in hot direct contact with Mr. Luis Moreno-Ocampo, the ICC prosecutor. He prepared 8 -12 well-taught Darfuri witnesses. He did a good job using Ocampo’s “prompt book”. Mr. Nick was mentioned in the documents on the website of the ICC.  *The document attached below. *(To prompt is to tell the actor what to say literally, the prompter stays in the hidden prompt box down the theater)  The theater is “the Hague Court” or what so called International Criminal Court, but the preliminary theater for rehearsal of this play was the University of Tel-Aviv, Faculty of Law! The team occupied all halls and Assistant Teachers offices to teach witnesses collectively and individually. The building of the Faculty is surrounded by high palm trees; you will feel when you see the photo that you are in Saudia Arabia or Iraq.  All investigations (after dictation lessons) with Sudanese Darfuri witnesses happened there. No need to say that the legal team has exploited their situation as refugees to put them on the track of ICC. To be a Muslim refugee in Israel is totally different from Muslim countries or even other Christian-majority countries where the rights of refugees and religions are guaranteed. Israel has an ongoing conflict with Muslim world. From 1940s up to now there is a situation of enmity between Israel and Muslim World.  Assistant Teachers at the Faculty of Law led the groups of Israeli students to be trained on these cases as a part of their study. All accommodations were well-prepared to help achieving the target “criminalizing Sudanese officials, especially, the president Omar AL-Bashir”.  Mr. Nick is a professional lawyer served many cases for the Israeli Government defending the (State of Israel) and he worked for Israeli Defense Forces in the West Bank in the military court, he is also a legal adviser for the Israeli Army  Now, what a miracle!! Nick Kaufman is the lawyer who represents Saadi Gaddafi. Also, he is the legal advisor for Aisha Gaddafi and the rest of the butchers’ family. What is the relation between this job and humanity, Mr. Nick? The smart guy started to avoid media — when people asked him about Saadi — saying that he has been unable to contact his client, despite many attempts. “His telephone would appear to be disconnected,” said Kaufman. (2) The “Intercontinental Lawyer”, Mr. Nicholas Kaufman prepared in Tel-Aviv in the years 2009 and 2010 about 12 well-taught witnesses from Darfur — Sudan. The rehearsal of the play was at the University of Tel Aviv, Faculty of Law! They used all halls and Assistant Teachers offices to teach witnesses collectively and individually. After the mission is accomplished, the witnesses have been sent to ICC.  Now, Nick Kaufman (from Israel) is the lawyer who represents Saadi Gaddafi. He is also the legal advisor of Aisha Gaddafi and the rest of the butchers’ family, the Libyan Bourbons. What a contradiction! Mr. Nick. The smart guy tried to avoid media, saying that he has been unable to contact his (rich) client, despite many attempts. “His telephone would appear to be disconnected,” said Kaufman.  Interpol issued a “red notice” requesting member states to help in arresting Saadi with a view to extradition if they find him on their lands. Niger has referred to other reasons for not extraditing Saadi, including a United Nations travel ban on him. Of course, it was a good legal advice form “the Octopus”! Nick suddenly started to confess impliedly that he is able to convey some verbal messages from his client. But what forced Nick to do so?  The Mexican Security Authorities said they have aborted a plot by a criminal network to smuggle one of the sons of Libya’s ex-leader Muammar Gaddafi into Mexico. The plot is well prepared by foreign agents. It seems that an octopus used one of its hands!  Nick Kaufman appeared to media and denied Mr. Gaddafi had ever tried to break a UN travel ban and escape. Mexican officials said the abortive plot came to light through intelligence reports. “It involved buying a number of properties in Mexico, including one near the resort of Puerto Vallarta, using false names and documents”, the Mexican authorities said. Kaufman from his part, affirmed that his client was “grateful for the humanitarian protection afforded him by the Niger authorities” and “would continue to respect the United Nations ban” on him until they were lifted or his passport was returned. The smart guy Mr. Nick said before that he has been unable to contact his (rich) client, despite many attempts. “His telephone would appear to be disconnected,” said Kaufman.  But now he is conveying Saadi messages continuously, it seems that the abortive plot activated Saadi’s cell phone!  “There is absolutely no truth whatsoever to the allegation that, since fleeing Libya where his life was in grave danger, Saadi Gaddafi has attempted to flout the restrictive measures placed on him by the international community,” Nick said.  Nick has too many hats; advocate for the rights of Muslim people of Darfur, judge in Israel, lawyer and advisor for Israeli Army, Advisor for Israeli government lawyer for Saadi Gaddafi and advisor for his family. Who can give me more roles for the Octopus Lawyer Mr. Nick? The Octopus Lawyer..! (3) I wrote before about the “Octopus Lawyer “, Mr. Nicholas Kaufman (Israel) the intercontinental Lawyer, a person who wears different suits for different roles in many places like; Holland, Israel, Libya, Darfur, Niger, Mexico and others. He was in hot contact with Mr. Ocampo, the ICC prosecutor from the 1st of June 2009 up to the end of the year 2010. He prepared 8 -12 well-taught Darfuri witnesses.  When I read parts of Nick’s CV it was very strange for me to understand why an (international lawyer!) like him used this old Hebrew name referring to Palestinian West Bank, he said “Judaea”. According to Islamic history, this is the old name of the Jewish kingdom, established there in ancient history; in the time of the Old Testament! Using of this radical name surly casts very heavy religious shadows around the personality of the lawyer Nick. But after reading some articles about him, it was very clear that Mr. Nick was an extremist Zionist one day. He belonged to “Bnei Akiva Movement”! This Zionist nursery witnessed the growing up of the “human rights lawyer”.  I will write about this Zionist organization later because now I want to find the links between Mr. Nick and Darfur (Muslim region — West Sudan).  He latterly said in his blog “Judaea” (In Arabic Yahoutha). He did so to avoid the name of Palestine!  That means he did not accept all the Resolutions of the UN Security Council about Palestinian rights!  From his Blog:  Nick Kaufman is a Senior District Attorney in the Office of the District Attorney of Jerusalem. He formerly served as a prosecutor at the UN International Criminal Tribunal for the Former Yugoslavia (UNICTY). His experience encompasses many serious criminal prosecutions including numerous offenses of murder, sex crime and offenses against the security of the State of Israel. الموضوع:- رؤيه تقييميه وتقويميه للمؤتمر الوطني
* استبصارا منا باستثنائية المرحله التي يعيشها السودان ونسبة لبروز واقع سياسي وجغرافي واجتماعي واقتصادي جديد والذي كان نتاجا طبيعيا ترتب علي انفصال الجنوب.
* واستشعاراً للتحديات الجسام التي تقف إزاء مسارات البناء الوطني والقومي وسبل توطيد الوحده الوطنيه واستدامة السلام والتنميه.
* واستجابه لروح الاصلاح والتجديد والتطلع الشعبي المتصاعد لنظام سياسي يقوم علي الشفافيه والكفاءة وتحقيق العداله والعيش الكريم لجميع افراد الشعب.
* وعملا علي تحويل رصيد الوعي المتراكم خلال تجربة الحكم في العقدين الماضيين الي رؤيه منهجيه تساعد علي وضع اسس راشده للاصلاح واستكمال مسار النهضه والتحديث .
* ووعيا بان الخيارات والقرارات المتبناه في فترات التكوين واعادة التكوين تشكل واقعا مستديما يصعب تعديله او تجاوزه , الامر الذي يستوجب تدقيق النظر وتوسيع دائرة الشورى وتشجيع الفكر النقدي البناء, توخيا للصواب واحكاما للراي.
* وتحملا للمسؤليه التاريخيه والاخلاقيه , وعملا بالقيام بواجب التفويض الممنوح من قبل الشعب السوداني للمؤتمر الوطني والامل المعقود عليه لانجاز الرفاه والتقدم المنشود.
* ونظرا لما يوفره وجودنا بعيدا عن اليومي والآني من الاحداث من إعطاء فرصة اكبر للتأمل والتبصر في التوجهات الكليه ومؤشرات التقارب والتباعد عن مقاصدنا الكليه.
* فقد تنادينا نحن اعضاء الامانه العامه للمؤتمر الوطني بالمملكه المتحده ونفر من الاخوه الاخيار الحادبين علي صلاح البلاد لتوضيح رؤيتنا حول جملة من القضايا نري اهمية ادارة الحوار حولها واتخاذ تدابير واجراءات عاجله بشأنها تجنيبا للبلاد والعباد مغبة التباطؤ عن الفعل عند الوجوب .
هذه القضايا يمكن طرحها كالتالي:
أولا :- رؤية إصلاحية في إطار الحزب (المؤتمر الوطني)
أ- التكوين والتوجه:-
القراءة:-
*تراجع المشروع الفكري والدور التنويري وقيادة حركة المجتمع لصالح توسيع دائرة الولاء السياسي من غير تدابير تعمل علي تحويل الميل السياسي الي التزام راسخ بفكر وقيم المؤتمر الوطني الامر الذي يهدد بفقدان الهويه ويضعف شروط الوجود الفاعل والبناء
*عدم فاعلية آليات التزكيه والمحاسبه وضعف المؤسسيه في تسيير شؤون الحزب وفسح المجال للتقديرات الشخصيه وبروز مراكز القوي.
*تضاؤل دور المؤتمرات القطاعيه والمناطقيه في انتخاب المكاتب والامانات وتوزيع الوظائف والركون لمبدأ التعيين من الجسم الاعلي, مما اضعف قدرتها علي المحاسبه وتقويم الاداء.
*الاعتراف بالانتماء علي اساس قبلي في المؤتمر الوطني (بيعة القبائل المواليه) الامر الذي يترتب عليه تنامي مشاعر القبليه وتعاظم دورها في تحديد خيارات وقرارات المؤتمر الوطني ويؤدي الي تغويض الحزب وتفتيت بناء الدوله والمجتمع.
*ديمومة الجسم القيادي واحتكار الوظائف القياديه لفترات طويلة من الزمن مما عطل فرص التجديد ورفد الحزب بالدماء والافكار الشابه.

الرؤيه:-
*إجراء مراجعة منهجيه شامله للاطروحه الفكريه, النظام الاساسي واللوائح المنظمه لعمل المؤتمر الوطني بما يضمن المؤسسيه ويرشَد شروط الإنتماء ويضيق مزالق الفساد والانحراف. .
*إعتماد مبدا الشورى في جميع المستويات وإعادة البناء علي اساس الشورى والاختيار القاعدي.
*تحديد نسبة لاتقل عن ثلاثين بالمئه لتمثيل الشباب (اقل من خمسه و ثلاثبن سنه ) في مجالس الشوري والمكاتب القياديه واعتماد آليه واضحه لتبني المبادرات الشبابيه ودفعها في اتجاه خدمة الحزب والمجتمع.
ب- العلاقه مع الحركه الاسلاميه:-
القراءة:-
* إنتفاء الاسباب الموضوعيه لفصل الحركه الاسلاميه عن المؤتمر الوطني وذلك بعد انفصال الجنوب.
* اثبتت السنوات الماضيه عدم قدرة الحركه الاسلاميه ككيان مستقل ان تقوم بدورها الرسالي وواجبها التربوي والتزكوي.
* غياب وظائف الحركه الاسلاميه عن المؤتمرالوطني كان احد اسباب تراجع البعد الفكري التربوي فيه.
الرؤيه:-
*توضيح العلاقه بين الحركه الاسلاميه والمؤتمر الوطني والنظر في دمجها اودمج وظائفها في سياق المؤتمر الوطني
*إقامة مؤتمر عام للمؤتمر الوطني لاعادة التكوين والبناء.

ج. المؤتمر الوطني والدوله:-
القراءة:-
*إندماج تام للمؤتمر الوطني في الدوله مما اضعف قدرتة علي التخطيط والمحاسبه وقيادة المبادره الإجتماعيه والثقافيه .
* اعتماد التنظيم المتزايد علي الدوله في التمويل والدعم .
* ارهاق العضويه الفاعله بتعدد الوظائف وجمع الوظائف الحزبيه والتنفيذيه بل واحيانا التشريعيه في شخص واحد, مما يؤدي لتردي اداء الحزب والدوله معا.
* إحتكار تام من المؤتمر الوطني (ومن يشاركه الرؤى) للقرار السياسي وتحديد مصير البلاد حاضرا ومستقبلا .
الرؤيه:-
* اعادة النظر في وظيفة الامين العام لتفعيل دور الحزب وتنشيط اماناته .
* ابداع وسائل للتمويل لاترتبط بالدوله مع وضع التدابير الكفيله لمنع تكرار التجارب الفاشلة في الماضي .
* دعوة الجمعية العامة للمؤتمر الوطني في اقرب وقت (ممكن) نسبة للظروف غير العادية التي يمر بها السودان. ونحن جميعا علي علم بعظم القضايا والتحديات التي تواجهنا في الداخل وفي المنطقة الإقليمية من حولنا.
* إقامة حكومة قومية تستوعب كل أنواع الطيف السوداني. ومن ضمن هؤلاء القوى المدنية الفاعلة واحزاب المعارضة المؤثرة.
* العمل على إجراء إنتخابات عامة مبكرة ووضعها كأولى أولويات الحكومة القومية.

ثانيا:- سياسات عامة تقتضي المراجعة والتقويم
أ - سياسة اقتصاد السوق الحر ومقاربتها لمقاصد الإقتصاد الإسلامي الرامي لتحقيق العدالة الإجتماعية وتشجيع معاني التكافل والرحمة.
ب- سياسة التعليم العالي وضرورة معايرة الإيجابيات والسلبيات المترتبة عليها وما يجب فعله لتصويب مسار التعليم العالي بما يخدم التنمية والإستقرار للمجتمع والدولة.
ج- نظام الحكم وهيكلة الدولة لمعالجة واقع التضخم المرهق بالجسم السياسي وما يتصل به من ترهل وضعف النظام الإداري والخدمة المدنية.
د - رؤية أستراتيجية لإدارة العلاقة مع جنوب السودان والعلاقات الإقليمية خاصة تجاه مصر، تشاد واثيوبيا.
* القضايا المذكورة أنفا نقترح إقامة مؤتمرات وورش عمل ترمي الى إدارة الحوار الفكري والأكاديمي المعمق حولها. ونحن إذ نبسطها للنظر والمراجعة نعلن إستعدادنا التام للمشاركة في كل هذه الحوارات بالأوراق وإستصحاب أفكار وخبرات السودانيين ومراكز البحوث ببريطانيا خاصة واوربا عامة.

سؤال جائني حول ما أنا فاعل إذا فشل الإصلاح في المؤتمر الوطني إذا لم تجدي المذكرة الإصلاحية التي رفعتها علنا في مدونتي وأعمدتي الجواب هو الخروج قطعا مع تمنياتي أن ينجح غيري فيما فشلت فيه ولكن هذا لا يعني معارضة الدولة والوقوف ضد قضايا الوطن، لا يعني معاداة التوجه الإسلامي في السودان مكي المغربي Mar 2011 Answering a question: What will you do, if the reform within the NCP fails and if the reformative memo that I published on my blog and columns doesn't work. the answer, definitely, I will quit the party but I still hope for other members to achieve what I am not able to do.
